What prevents the construction of a garbage processing plant in Ukraine

At one time, the Dutch, Swedes, Chinese, Austrians, Poles, Ukrainian businessmen and even local authorities planned to build factories for the utilization of domestic waste in Ukraine. But none of the announced enterprises did not appear. Delo.UA found out what is the reason and what needs to be done to make it economically feasible in Ukraine to build garbage processing plants
The idea to build a garbage recycling plant in Ukraine sounded long before the Mayor of Lviv Andrei Sadovy and Prime Minister Vladimir Groisman began to publicly blame each other. The first is the central government, which supposedly artificially blocks the export of garbage from Lviv. The second one is the mayor of Lviv, who, he said, had the opportunity to solve the waste problem for 11 years of his leadership, but he did not.

The intention to invest in the project for processing waste in Ukraine was voiced by the Dutch, Swedes, Chinese, Austrians, Poles, Ukrainian entrepreneurs and even local authorities. The sites for construction could become not only Kiev and Lviv regions, but almost all regions of the country and even small settlements. But starting in 2010, we managed to build only one plant in Rivne. Yes, and he half a year later stopped his work (in January 2014).

Secondary processing and utilization

According to the organization Ukraine without garbage, every year the population of our country “produces” 14 million tons of household waste, another 434 million tons are generated by enterprises. Of household waste, only 5.6% is sorted, another 1.4% is burned at the Kiev plant “Energia” – the only enterprise in the country for waste disposal. The remaining 93% are exported to legal and illegal landfills.

According to the Ministry of Ecology, 22 sorting lines operate in the country: in Kiev, Vinnitsa, Dnipro, Zaporozhye, Chernivtsi, Pereyaslav-Khmelnitsky, Chervonohrad, Chuguev, Belaya Tserkov, Bucha, Plebanovka villages of Ternopil region, Cellars of Kyiv region, Elikhovychi of Lviv region, Apricot and Dobrojanov Odessa region. They choose from garbage what can be recycled: glass, plastic bottles, paper, cardboard, iron cans and so on.

There are also processing enterprises of a different type: they make it possible to extract energy from garbage. Near Kiev, Brovary, Boryspil, Mariupol, Nikolaev, Ivano-Frankivsk and Vinnitsa, landfills extract biogas, which is converted into electrical energy.

Let’s note, that in due time in Ukraine there were five incinerators – in the Dnieper, Kharkov, Kiev, Rivne and occupied Sevastopol. Now only one of them works – the capital one. Rivne Plant, which is the newest (launched in 2013), worked only six months. Some time after the stop, the plant restored its work, but only partially – it no longer burned rubbish, but was exclusively sorted.

Build expensive

Lviv, which, after the tragedy at the Gribovytsky training ground with great difficulty, removes its waste to landfills in other towns and even regions, it is simply obliged to build a garbage processing plant. The authorities have already decided on the land plot for the enterprise. Build intend on the territory of CHPP-2 along Plastova Street.

“The complex will consist of three parts – sorting, composting and burning.There already there is a feasibility study for all three parts, – says Sergei Babak, deputy mayor of Lviv on housing and communal services,” The first two parts have already signed a design contract ( The subsidiary company of the French company “Aegis” is engaged in it.) It will be completed in early November, the expertise will continue for another two months, and from the first months of 2018 we plan to start building this complex. ” As for the burning, now the mayor makes a decision about the technology and calculates the capacity of the future plant.

According to Sergei Babak, the approximate cost of the construction of the complex is 85 million euros. Build will be for the budget money, the European Investment Bank and the European Bank for Reconstruction and Development.

Another two or three plants in the Lviv region promised to build a regional state administration. Investments in environmental protection are ready to invest in processing (representing interests of foreigners from Waste to Energy International), Weist Management Systems and Glassware Technologies.

“Investment and environmental company” and “Glassworks Technologies” offer to build plants for incineration of waste and the production of thermal and electrical energy. A “Weist Management Systems” intends to use the technology of biosuffering for the production of RDF-fuel. The first two plants, according to the projects, will be able to process 115,000 tons and 350,000 tons annually, respectively, and their construction should cost 55 million euros and 96.5 million euros. The third plant will be able to process 80,000 tons per year at the first stage, increasing further to 250,000 tons. To build it, you need to spend about 89 million euros.
